We currently lack aarch64-builders on Hydra.

To clarify, there is building happening, just very few. Too few.

Is this why the stdenvBootstrapTools.aarch64-linux jobs are backlogged?

It is my understanding we have get the builder depending on availability/pricing.

Yes. This is now becoming a channel blocker.

Oh, maybe we're using spot instances! Makes sense, so I guess the price hiked and all the builders just poof! got deallocated to save money.

These don't technically block the channel, but let's keep the label so it shows up on https://status.nixos.org

Bootstrap tools block nixpkgs-unstable.
