gnupg-ccid.rules - rules for CCID permission configuration

I'm testing out some stuff with gnupg-2.3.1. It looks like they default to CCID over PC/SC mode, and this made me notice that we don't have a nixos module for enabling gnupg's udev rules for this scenario.

I don't know the exact canonical source for the rules. Their online doc pages link to it and say to download it and place it manually. I think I'll go ahead and create a module/package for it.
