keepalived NixOS module bug

Issue description

With useVmac = true; from ./nixos/modules/services/networking/keepalived.

curl http://169.254.169.254/latest/meta-data/ does not work anymore on AWS.

returns a curl error 7. It is supposed to return meta-data.

• host os: Linux 4.15.7, NixOS, 17.09.git.12512f2 (Hummingbird)
• multi-user?: yes
• sandbox: no
• version: nix-env (Nix) 1.11.16

@Mic92 I am using the release channel, which uses 1.35 or 1.36.

I expect that all versions of keepalived have this and that this combination of configuration options has never worked.
