Issue description

fleet is deprecated and no longer maintained upstream.
The version currently in nixpkgs builds but does not seem to run.

I suggest we remove fleet and the corresponding nixos module rather than trying to fix it.

/cc maintainers @cstrahan @jgeerds @offlinehacker

Steps to reproduce

nix-build '<nixpkgs/nixos/tests/fleet.nix>' and observe errors when trying to start fleetd.

Technical details

nixos 18.03.132008.ad771371fb2, same on current master.
