Issue description

Installing texlive.combined.scheme-full doesn't install biber. Biber is a part of a normal tex installation, and should be installed if the biblatex package is installed.

Steps to reproduce

$ nix-shell -p texlive.combined.scheme-full --pure
$ biber
The program ‘biber’ is currently not installed. You can install it by typing:
  nix-env -iA nixos.biber

Technical details

Please run nix-shell -p nix-info --run "nix-info -m" and paste the
results.
