According to https://github.com/vaexio/vaex#what-is-vaex :

Vaex is a python library for lazy out-of-core DataFrames (similar to Pandas), to visualize and explore big tabular datasets.

Even though this is a library rather than an application, having it packaged IMO makes sense even if we don't package any applications requiring it, as it can interactively be used e.g. in Jupyter.
