Category links Editing and Sharing show HTML encoded characters

Steps to recreate:
Create a category with a title containing a & or a / character.
Result:
Editing the title after saving will show the HTML encoded character instead of the actual character.
Sharing the page on Facebook will share with the HTML encoded character.
