minimum post length is not enforced for post queue

when new users give quick reply such as:

"thanks" "thank you" "ok"

it is normally not allowed in the forum because of minimum post length, however, when users are new or have reputation below the threshold it goes to the post queue, however it cannot be approved. Currently, I add "......." (dots) to the end of the post to be able to approve it, however it would be easier if post owner changes this before posting it to the queue.
