Don't delete forum posts when a user account is deleted

Currently, deleting account will delete all posts and topics, even other people's posts in the topics.
Per the user’s choice, the forum should either:

Delete the account and avatar, but keep posts and topics

Delete the account, username, posts, and avatar, but keep topics

Deleting an account from the user perspective (from the user edit page) should preserve all content.

In the ACP, admins have the option of deleting only the account, only its content, or both.
