As https://review.opendev.org/c/openstack/ironic-python-agent/+/855866 has been merged there is no need to use the custom fix from the Nordix branch. This change also adds: - customization options for running the fullstack build outside of the Metal3 CI - customization options for adding and configuring user for IPA - remvoes bmh-patch-long-serial.yaml that was used to test a feature that at the end was not included in the upstream fix
