Fixes #22100: When reading methods, if generic_methods.json does not exists, rudder should generate it #4578

This PR is not mergeable to upper versions.
Since it is "Ready for merge" you must merge it by yourself using the following command:
rudder-dev merge https://github.com/Normation/rudder/pull/4578

updateTechniquesMetadataFile fails in 7.2 because /usr/share/ncf/ncf write_all_methods fails in 7.2
