Different tabs open by default when in Codespaces #10176

Details about Problem

When connected to Codesapces, the NuGet Package Manager is different in what it offers than when in local. When choosing Manage Nuget Packages in Codespaces it opens up to the default Installed tab even when an Update is available. In local it opens to the Update tab if an update is available

This is not Codespaces specific as I have also observed this on16.7 and the difference is the tab that is chosen. When I switched to the 'Update' tab first I noticed it selected 'Latest stable' if I selected 'Installed' tab first it would default to the current version installed.

FWIW I'm only seeing this in Codespaces...

From my 16.7 build

Actually edited this bug realizing what was actually happening -- the tab opened by default are different in codepsaces than in local

I caused this regression in 16.7 and it's on my plate.
