Add a NUKE tab for NuGet packages

I know it's confusing, but NuGet/Home issues are for NuGet client issues, whereas NuGetGallery is for nuget.org issues. It's a carry over from when NuGet client was split across 10 different repos, but makes less sense now that NuGet.CLient is a monorepo again. In any case, this issue has nothing actionable on the client team, and the server team need an issue in the gallery repo for sprint planning.

Hence, I'm closing this and reopening the NuGetGallery issue.
