[BETA] Version 0.7.1 (for 1.8.9 and 1.10.2)

This is a bug fix release for the 0.7.x series of Nucleus. This is recommended for all users, and fixes the following issues (see #298 and #300).

• Issue regarding the /v command, where the argument was sometimes required when it should not have been
• Temp banning now kicks players upon ban
• Some commands were not accepting valid users as arguments, this has now been fixed (#298).
• Add check against permission plugins not providing groups properly via the Permission Service
• Fix /kickall only kicking the player, rather than all other players.
• Fixedd issue when /listhomes sometimes doesn't work when worlds have changed.
