Think we lost support for Python 2.7 there, just as in Github workflows: actions/setup-python#672.

Not sure, because the same PR against V13 (python3.7) is failing : #3923

That one may be solved by using setuptools==58.0.0 (https://stackoverflow.com/questions/69100275/error-while-downloading-the-requirements-using-pip-install-setup-command-use-2)
