[14.0][ADD] repair_comment_template: new module to allow to define comment templates in repair orders

Proposed changes

I've created a new module repair_comment_template to allow to use of comments in the repair orders. I've checked if all unit tests are still running.

Types of changes

• Bugfix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
• Migration Update

@alan196 I Just wanted to let you know there is a specific repo for repairs: https://github.com/OCA/repair In v14.0 it is ok to use this one but in the migration you can consider to move this module to that repo. Thanks :)
