The pkgconfig currently won't be generated as OGRE_COMPONENT_BUILD_HLMS isn't set anywhere in the CMake. This updates the logic to check for PBS and Unlit to control generation. Signed-off-by: Michael Carroll <michael@openrobotics.org>
