Fracture: Hide "New Fracture" in context menu when no Fracture Template is defined #2398

This to avoid user confusion and possible crash if used wo/template available.

"New Fracture" added to "Simulation well" wo/template:
Qt has caught an exception thrown from an event handler. Throwing exceptions from an event handler is not supported in Qt. You must reimplement QApplication::notify() and catch all exceptions there.
