Adds metrics to infosync in order to track results. 

Also refactor duty deadline by moving it to prioritise instead of infosync so users of prioritise do not need to worry about that.

core/infosync: prioritise p2p protocols (#1485)

Prioritise p2p protocols and make cluster-wise results available for querying by slot. This allows smooth upgrading to new protocols. Adds a `mock_alpha` protocol for ad-hoc testing in prod. Bumps prioritise to stable feature.
