The estimate below assumes:

500 users in the tenant

Logic App run every hour (to create team for all approved request)

Verify availability hits every time when the user create the request, once per user per team.
The recommended SKUs for a production environment are:
- Logic App
- API Connections
- Automation Account
- Azure Run book
Number of Create Team requests: 500 users * 1 request/user/month = 500 request/month
