UIX Lite v0.4

UIX Lite v0.4 contains multiple updates to XIP code, configuration, the title launcher, and introduces a skin subsystem.

We've decided to drop "ultra" from this release, and begin work on merging the two projects. The UIX Lite XBE is currently a modified version of the retail 5960 dashboard, with patches for F/G support, and if the user is running CerBIOS, F-2/G-2.

Icons are now a feature in the game launcher, and require some manual modifications from the end user.
