Fix unit tests

As an OBA developer,
I want to be able to clone the onebusaway-application-modules repository, immediately build and test the project, and see everything pass,
so that I can have confidence that everything works as expected.

Expected behavior: I should be able to run mvn test from the command line and see everything 'just work.'

Actual behavior: unit tests have been broken for over a year and include tests that reference paths on a CamSys developer's computer: a1159a0#r142335342
