ISSUE: Count Square Submatrices with all Ones DP Problem(new addition)[hacktoberfest] #6533
Changes:
added "Count Square Submatrices with All Ones"-->"count_square_submatrices_with_all_1s.cpp" in "dynamic programming" subfolder of "code" folder.
