Flink | fix JDBC dataset naming

Problem

Flink integration for JDBC is not adjusted to Openlineage naming convention. There is a code that extracts dataset namespace/name from JDBC connection url, but it's in Spark integration repo. As a solution, this code has to be extracted into Java client and reused by Spark and Flink integration.
