…r targets. (OpenMDAO#325) * Fixed a bug that was causing an exception when one, but not all, phases were omitted from trajectory input or design parameter targets. * added test for connected phases with the new traj parameter update

I've had a few instances where I just want the balance to target a value of zero.
This update give the BalanceComp user an option to specify a default value for the RHS of the balance equation:
mult * lhs = rhsIf unspecified, RHS is assumed to be zero.
