Note the diff and the target branch - this builds off of the event system as developed for the SAP npcs
Generates a system SAP event after some predetermined time (right now 3 days)
Produces a SAP event every (1) days for a total of (-1) pts per cycle.
Design team will propose alternative numbers, this or later PR will updated accordingly.
