  1. Fix tag bugs in curation (dupes & multi-word bugs) 

    Works around bugs in the bootstrap-tagsinput widget by migrating from
simplest setup (string values in pre-populated SELECT) to simple objects
and using its API to load values. Also some "hygienic" code to watch for
and remove duplicate tag values. Addresses #562, more discussion there.
