init-pki: Add second confirmation to promote use of option 'soft' #1217

When 'init-pki hard' (Default) is used, add a second confirmation to promote use of 'init-pki soft'. When 'init-pki soft' is used, keep 'pki/reqs' directory and 'pki/vars' file.
