Keycloak beta release

The purpose of this release is to replace OpenAM/OpenDS by Keycloak Identity server (https://www.keycloak.org/).

3.14.7 - this version was not centrally maven released although it was used by the US National Weather Service. It is not otherwise to be used and is replaced by 3.14.7.1
