"Register as a new user" and "Forgot your password?" links are showing up on the login form when their features are disabled.

Describe the bug

The same problem with both the "OrchardCore.Users.ResetPassword" and "OrchardCore.Users.Registration" features,

To Reproduce

Steps to reproduce the behavior:

1. Enable Reset Password Feature
2. Configure the site settings to allow allow the user to reset their password.
3. Disable the Rest Password feature
4. Try to login in.
5. You'll see the links showing up.

Expected behavior

I expect the links to only show up when the feature is enabled and the settings is set.
