Earliest file is RMS; RMAILX 23 from 1974-10-30. Since RMAIL is now dumped from EMACS, this is just a historical note.

From .INFO.; RMAIL ORDER:

The sources for RMAIL are RMS;RMAILX > and RMS;RMAILZ >.
To create a new RMAIL, get a fresh NTECO, load RMAILZ into QZ
and RMAILX into QX, do QZU..L, then go back to DDT and
:PDUMP as SYS1;TS RMAIL or anything else desired.
