New sniff to enforce non-private, non-abstract methods in traits to be declared as `final`. Includes public `$includeMagicMethods` property, which defaults to `false`, to allow for configuring whether or not magic methods declared in a trait should be declared as `final` or not. Includes unit tests. Includes documentation. Includes metrics.
