system wide replay CI test

We need a simple replay test in the CI system primarily to prevent EKF replay from breaking, but also to demonstrate its usage.

@priseborough @bkueng any suggestions?
We can store a known good log on S3 or fetch directly from flight review.

Later this can be expanded for EKF testing.

Questions

• what sample data do we use and how do we update it?
• how do we verify it worked as expected?
