Armies in EU4 become armies in Vic2. Individual regiments are given a strength value, which is used to determine how many Vic2 regiments should be created for the army. Ideally, three EU4 regiments become one Vic2 regiment, but weaker unit types require more EU4 regiments. Vic2 regiments are assigned to provinces as best as possible based on the home provinces of the EU4 regiments they are converted from. Armies in invalid or non-existent provinces are dissolved, likewise navies in landlocked provinces.
