Vic2 To HoI3: Flags

Flags are determined by the ruling ideology in Vic2. The matching flag will be copied over and used as the flag in HoI3. Flags from Victoria 2 mods will override the default flags.

Note that this means that mods created by this converter cannot be distributed to people who do not own Victoria 2. See Paradox Interactive's rule #7 regarding mods.
