Fixes #7196

Description of the problem being solved:

Fixes effective trigger rate not accounting for evasion roll for on crit triggers. Generalizes identification of on crit triggers. Cleans up naming of mods in SkillStatMap to be more consistent. Fixes trigger chance for items coming from items sometimes not applying.

Steps taken to verify a working solution:

  • Test Cast on Crit
  • Test Law of the Wilds
  • Test build from issue
  • Test Cospri's Malice
