Usergroups for admins in such a manner that it allows you to "host" your own forums so that other admins can only touch their forums and not general forum settings.

This does not seem possible in a module. At least not a simple one. This is more akin to what Thomas has done on mysnip which is a major undertaking. I don't see this happening as a module.
