I think I can answer this myself. I did some looking into what I had downloaded. I extracted the files from the pi4j-2.0-SNAPSHOT.zip into a new empty folder /opt/pi4j and then after changing pi4j to 755 mode I was able to execute the pi4j commands. Then I downloaded the pi4j-example-minimal and built that using the "mvn clean package" and it built ok.
