piwigo-2 9-redesign-admin-home

I have already moved "environment" info to Admin>Tools>Maintenance page, where it is more appropriate.

I still have to:

  1. redesign the "subscribe to newsletter" feature
  2. change the link/button "quick local sync"
  3. move the "check for upgrade" to Admin>Tools>Updates (but we keep the automatic check in Ajax)

* add tab
* display the pending comments as a "message" (new blue box)
* remove anything related to environment #532
* display stats as big icon + big number + caption
* new stat "storage used"

Let's say it's fine for now. We will move the "check for upgrade" later.
