What is the new behavior?
CLI now supports STR features: list tickers by owner, read fees from contract, transfer ticker ownership.
Added new command for owner only functions.
STR owner functions supported: modifyTicker, removeTicker, modifySecurityToken, change fees and expiry limit
Added new command to transfer IOwnable contracts.
