[Bugfix] Ensure that vcs init is invoked when using the "vcs_joined" segment.

This pull request resolves the prompt_vcs:6: command not found: vcs_info error that occurs when using the vcs_joined segment in place of the vcs segment. Fixes #1116.

thanks for your PR. I changed it a little bit, so it generally takes joined segments into account when examining segments in use. Could you please test if that works as well for you and cycle that info back to us? That would be awesome.
