Map outdated Symbol.Value values using MapFileProvider for IB and Alpaca brokerages. Created AlpacaSymbolMapper

InteractiveBrokersSymbolMapper.GetBrokerageSymbol converts a Lean Symbol instance to an InteractiveBrokers symbol using Symbol.Value, that can be outdated
