This PR represents the first version of the Quilt community's policies. It'd be great if we could get some feedback on those policies in this PR - you can find the actual Markdown+Liquid source files in src/_community, and see the below spoilers for rendered views of each document.

Once we're happy with the policies, they can be put into place and referenced as needed.

Generally looks good. There are one or two things that definitely need addressing, as well as a bunch of small stuff.

That one's an intentional difference - they're mediums of communication, not types of media

That's the gist of it, anyway

I feel like this is a generally well put together document -- I think any issues that arise (and there will be because it always happens -- for better or worse) then we can address them as they arise. -- and the systems in this document are fairly clear :)

I think we should be good to merge this now - we need to get moving on the site if we're going to meet our deadline.
