Summary

There have been several occasions where members have asked for more clarification on how to find their Chat ID. We should look into whether or not there are easier options out there for finding this information.

Background

Is your improvement related to a problem? Please describe:

Finding the Telegram Chat ID can be a slightly complicated process for those who are not necessarily familiar with the process.

Describe the solution you'd like:

We should look into alternative methods for discovering the Chat ID for Telegram channels. Whether we recommend a bot that does this for us, or looking to see if Telegram itself has a better method for finding this out.

Describe alternatives you've considered:

  • Potentially using an existing bot to easily find out this information.
  • Finding an official way through Telegram to find this info

Details

Next steps are to:
#. Research other methods for doing this
#. Weigh these methods against each other, and against our current method
#. Decide on the best solution
#. Document the solution (if changed)

Outcome

Users have a clearer way to discover their Telegram Chat ID.

Simple version bump to latest stable version of Sphinx docs
dependencies. Not much going on here, just doing it now because I
realized I haven't done it in a while…

This commit updates the docs to suggest an easier way of getting the
Telegram chat ID. `@getidsbot` is a pretty handy bot and admittedly, it
is a much easier way to get the Telegram chat ID. 😅
