Simple version bump to latest stable version of Sphinx docs dependencies. Not much going on here, just doing it now because I realized I haven't done it in a while… Working on RITlug#237. Signed-off-by: Justin W. Flory <git@jwf.io>

This commit updates the docs to suggest an easier way of getting the Telegram chat ID. `@getidsbot` is a pretty handy bot and admittedly, it is a much easier way to get the Telegram chat ID. 😅 Closes RITlug#237. Signed-off-by: Justin W. Flory <git@jwf.io>

There have been several occasions where members have asked for more clarification on how to find their Chat ID. We should look into whether or not there are easier options out there for finding this information.

Finding the Telegram Chat ID can be a slightly complicated process for those who are not necessarily familiar with the process.

We should look into alternative methods for discovering the Chat ID for Telegram channels. Whether we recommend a bot that does this for us, or looking to see if Telegram itself has a better method for finding this out.
