[Feature Request] Enable setting "Enable Frame Skip" and "Use full RGB output range" in setting configuration #11274

I have one game using extremely video card at point the game not run 100 %.
The game is TMNT Turtles In Time Re-Shelled.
Have games with better image detail using much less GPU than TMNT: Turtles In Time Re-Shelled.
Thus I need configure in config.yml
Enable Frame Skip = true
and
Consecutive Frames To Draw: 2
Consecutive Frames To Skip: 1

Now the game run in 100 % speed.

Also have the "Use full RGB output range" setting change color output.

Configuring in frame skip and rgb full range in GPU setting tab is more simple.

Why would anyone need to change "Use full RGB output range" option unless you're using an old LCD TV as your monitor? In such a case, you're expected to edit the default config.yml and any new configs will inherit the setting.

PS3 is the more hardest console to developing games.
Several games try use the RSX at maximum before using Cell .... thus several games use dark textures possibly to hidden textures low quality.
When using "full range" the color black is dark .... some textures are extremely dark
For some games if selecting "RGB limited" look good for other is better use "RGB full range".
That settings help very much thus also frameskip.

Instead of adding some option that decreases load on your GPU, you should try to figure out why the game is gpu bottlenecked in the first place.

Here the only game using totally the GPU at point slodown emulation is TMNT Turtles In Time Re-Shelled.
Even disabling anti aliasing and lowering others GPU settings the game use extremely GPU.
I see how if RPCS3 internally have some code being much used with TMNT Turtles In Time Re-Shelled and strangely the game not have very high graphic quality compared with others games.
GT5 Prologue , Hokuto no Ken Ken'Rage 2, TMNT Out of Shadows and other games have much better graphic quality and the GPU usage is below of 75 %.
Not demanding fix for it , but perhaps is some code doing much work or useless task in TMNT Turtles In Time Re-Shelled.

Thus the frameskipt setting help to run the game in full speed and the CPU usage is below of 50 %.

Not related with 9609.
Issue 9609 (15-01-2021) was about an version (0.0.14-11574) having slowdown, but that problem was fixed ....

I see how being a good options to add in debug configuration GUI avoiding edit config files.
