[Regression] Sid Meier's Civilization: Revolution crashes on startup #13479

Quick summary

Game used to run fine, but now it crashes on the startup screen. The last working version was pull request #13419 v0.0.26-14725, and has been broken since pull request #13374 v0.0.26-14726.

After booting and loading, when the game gets to the start screen it says:
F {PPU[0x1000011] Thread (ProfileInit) [HLE:0x01bd6124, LR:0x00bda9c8]} SIG: Thread terminated due to fatal error: Segfault reading location 0000000000000110 at 00007fb969ab1304.
Emu Thread Name: 'PPU[0x1000011] ProfileInit'.

PSN status: Simulated


Simulated is a hack meant for a few games that require psn connection but don't actually do anything.
I'm surprised it didn't crash before...

ok, for some reason I thought the game wouldn't run without it, but it seems fine...
