FreeBSD doesn't support /latest and /quarterly package repos on EOL versions. 13.1 reaches EOL on 2023-07-31, so avoid CI breakage.
llvm16 failed to build on /latest, so the package is missing atm. As builds are automatic this will resolve itself in a few days.
