Stubbed some more functions and now Janline R [BLJS10060] gets to the menus but it seems to need a bit of net fixes to work. It's apparently an online game so... |

Stubs some functions in cellWebBrowser and adds the init and shutdown callback. This fixes Ratchet & Clank Quest For Booty [BCES00301] which was previously stuck before the menus. Now it gets past the menus to some weird limbo ingame state, but only if you create a new game.
