Quick patch to get a couple more features added in to 1.1.1. Changes include a fix to temperatures and wind speed in the weather command showing wacky amounts, a monthly reboot task, and server settings for preferred measurement units and timezone.

performs a bot restart "At 00:00 on day-of-month 1 in every month".
The unit setting was set to auto, changed this to be set to celsius/metric and then do the conversions for fahrenheit
this affects the weather command by changing if it lists celsius and m/s first or fahrenheit and mph
with support to show the server's preferred timezone in any relevant commands
