Package name issue already fixed.
After following the original install steps you need to replace the package folder in
C:\Users\%username%\.wakatime\wakatime-runtime\legacy-python-cli-master\wakatime\ with the package.7z file in the release.
Then try not to reinstall the wakatime core in blender.
